I wonder if the predatory data harvesting in Indiana is driven by greed, or by budgetary necessity. Could be both, of course. If there *is* an element of budgetary necessity, that's seriously bad news. It's a harbinger of further economic catastrophe. Governments are already cannibalising the real economy at an unsustainable level.
