The vast majority of homeless are mentally ill or drug abusers or both. The remaining need social services to find temporary housing, food, etc. Arresting them brings them into court jurisdiction. The court can order treatment and social services. They aren’t just cast into a cold concrete dungeon or something. 🤦🏻♀️
Arresting them in most cases is the first step to a better outcome as long as there is infrastructure in place. Many probably should be institutionalized anyway to get their chronic health problems under control.

In the Seattle area, they love building "Tiny House Villiages" and converting motels into homeless housing. But many homeless here refuse the offer because they often include the condition of getting off drugs.
