U.S. bio-weapons labs in Ukraine?

On March 9, 2022, Russian foreign ministry spokeswoman Maria Zakharova declared that the advancing Russian army has uncovered a joint U.S.-Ukraine military biological program in Ukraine that involves deadly pathogens like plague, cholera, anthrax, and more. 

"We can already conclude that in Ukrainian biological laboratories in direct proximity to the territory of our country, development of components of biological weapons was being carried out," Zakharova said.

Obviously, those pinko liars in Moscow are at it again. As the ever truthful U.S. State Department swiftly countered: 

“The Kremlin is intentionally spreading outright lies that the United States and Ukraine are conducting chemical and biological weapons activities in Ukraine. This Russian disinformation is total nonsense.”

End of story, right? Well… not so fast, comrades. On March 8, 2022, the U.S. Under Secretary of State for Political Affairs Victoria Nuland (famous for her role in the 2014 coup in Ukraine under orders from Obama and Biden) said this at a congressional hearing:
