If you take a look at first responses to disasters, the vast majority of the people so engaged are rendering aid and doing so with superb coordination. It's all impromptu, anarchic in the best sense, and it's quite effective. The exploitation and criminality come later—and are facilitated by "respectable" institutions beholden to oligarchs. The overall reality is that most people, most of the time, have a lot of goodness in them, and they're fairly competent. Humans can be pretty cool.
